KPMG Innovation Summit Launches Gov’t Digitalization Center | BitPinas

Global professional services firm KPMG recently launched a government center to assist local and national governments with digitalization strategies, Digital Pilipinas (DP), a private sector-led movement that aims to promote digitalization in the country, announced. 

The launch was held at the KPMG Innovation Summit 2023, which featured speakers from government, technologists, and industry and movement leaders.

Government Digitalization Center 

In a statement, DP highlighted that the new center will be a one-stop-shop for e-government transformation, offering strategy development, solution design, and project management for smart cities, data and analytics, cybersecurity, and hyper-automation.

Moreover, for Noel Bonoan, COO and Vice Chairman of KPMG Philippines, it is already evident that digital government units were able to deliver services better during the pandemic, while those without digital capabilities struggled.

“Agencies that lack digital capabilities, and agencies that were heavily reliant on manual and in-person work faced significant challenges in delivering essential services and maintaining government processes,” he stressed.

This concern is what the center aims to address, according to a media release, as the move toward digitalization represents a major disturbance in the government sector, which historically depended on manual procedures and a mindset that hindered efficient resource allocation and process optimization.

KPMG Innovation Summit 2023

The summit on July 20, 2023, discussed how innovation and technology are disrupting traditional industries. Panel discussions focused on the need for sectors, businesses, individuals, and agencies to use technology to enhance products, services, and experiences.

Bonoan, who believes that disruption begins in the mind, explained that disruption is using new tech or ideas to meet a need better than existing solutions:

“So, you can either do things differently or you can scale the delivery of that particular solution that needs fulfillment.” 

Meanwhile, DP Convenor Amor Maclang emphasized that positive disruptions can be even more effective when implemented on a large scale.

“It takes a whole-of-ecosystem, whole-of-country approach to do it. That’s what we need to do: bring the legislators, market leaders, technologists, and regulators so they can all work together,” she explained.

Moreover, Angkas CEO George Royeca stressed how his firm disrupted the transport sector by focusing on the needs of drivers and passengers, like transforming “habal-habal“ drivers into Angkas bikers and helping uplift communities. A “habal-habal” is a localized motorcycle taxi here in the Philippines, but it is unregistered and considered illegal by law enforcers. 

Royeca’s idea was then supported by Inypay CEO Arivuvel Ramu who said that disruption should indeed help communities, not just companies. 

Government Digitalization Efforts

In June, the Department of Trade and Industry (DTI) Region V Office, the local government unit of Albay, local business owners, and Bicolano startup founders met with web3 entities such as Ownly and Coins.ph. The meeting discussed the potential integration of blockchain technology in the region.

Last March, the Philippine Commission on Elections (COMELEC) expressed its interest in the adoption of blockchain technology for automated elections. During the National Election Summit, the COMELEC organized a dedicated session called “Use of Blockchain Technology in the Automated Election System” to delve into this topic.

Also, the Bangko Sentral ng Pilipinas (BSP) has directed BSP-supervised financial institutions (BSFIs) and payment service providers (PSPs) to fully adopt QR Ph, as per Memorandum No. M-2023-005 signed by Deputy Governor Mamerto Tangona. Effective July 1, 2023, this directive aligns with the BSP’s commitment to ensure secure, efficient, and dependable payment system operations within the country. 

In February, the SEC-PhiliFintech Innovation Office teamed up with the University of the Philippines Law Center (UPLC) under a memorandum of understanding to facilitate joint research and capacity-building initiatives centered around cryptocurrency and financial technology regulation. 

Moreover, the Department of Information and Communications Technology (DICT) appealed to all key players and partners in the blockchain industry to start collaborations and initiate the formation of a blockchain industry association during the Global Blockchain Summit last year.

In 2022, the Securities and Exchange Commission (SEC) also shared its digital transformation story at the 2022 CRF Annual Conference, highlighting how it supported the Philippine corporate sector during the pandemic.
